Project Introduction
City Collective played a key role in shaping the Harnett County Comprehensive Plan, which outlines a strategic vision for the county’s growth and development through 2040. Partnering with local officials, stakeholders, and the community, City Collective provided expertise in city planning, urban design, and architecture to create the 15-min County Village Prototype. The plan integrates a variety of elements, including land use, transportation, housing, and economic development, to ensure the county’s evolving needs are met while preserving its rural heritage and natural resources.
Key Project Challenges
Harnett County faced several challenges, including rapid population growth, infrastructure capacity, and the strain on natural resources. Balancing agricultural preservation with the demand for residential and commercial development posed a significant hurdle. Additionally, access to essential amenities such as fresh food, recreational spaces, and affordable housing was unevenly distributed, with rural areas being particularly underserved. Managing growth while maintaining the county’s small-town charm and minimizing environmental impact required innovative solutions.
Key Project Innovations
City Collective introduced the concept of County Village Districts as a cornerstone of the Comprehensive Plan. These districts prioritize walkability, featuring compact street and block networks designed to place essential amenities within a five-minute walk. Each village integrates diverse housing options, from single-family homes to multi-family units, ensuring inclusivity and adaptability. Central to the design is an “amenity spine,” a vibrant corridor connecting parks, public spaces, and local businesses, fostering a sense of community and social interaction. The plan also emphasizes green infrastructure, including natural buffers and strategically placed open spaces, to blend development with the county’s rural and natural character. By focusing development into these well-planned nodes, the County Village Districts create a sustainable, connected, and equitable model for future growth.
