Citywide Rezoning Test Fits

As part of a Citywide Rezoning Test Fits, we stress-tested multiple sites within the proposed new zoning district to ensure the regulations would lead to feasible, as-of-right development aligned with the comprehensive plan. By applying typical, market-feasible construction types, the analysis confirmed that the new zoning could realistically support the desired scale, form, and mix of uses. The test fits also served as a visual and technical communication tool – helping the City assess whether the zoning was appropriately scaled and make informed refinements. This approach ultimately strengthened the ordinance’s ability to deliver on the City’s goals for housing.
